Comments received to date regarding the proposed changes to the BRA Regulations for BRA Lakes and Associated Lands.  Comments will be updated periodically.  

5-1-2022           I think there should be regulations with the air boats! They are so loud and at night it scares you to death when you are sleeping, The other thing is the no wake zones that boats ignore all the time . Thank you

5-1-2022           I support the proposed changes and wish there was a plan to ban Air boats on our lakes. There was one on Lake Limestone yesterday and the noise was horrific. Windows rattled and you couldn’t hear yourself talk inside our homes. I heard it as late as 9 pm (after dark) on the north end of the lake. Had it gone on I would have called. We simply can’t allow a few to destroy everyone else’s peace and good times!!

4-30-2022          Would like to see air boats restricted on Lake Limestone. They are extremely loud and rattle our windows when they pass by. It rubs a pleasant afternoon. Kids and grandkids want to come in out of the boat because the noise is so loud. There is even one group that uses them after dark and it wakes up grandkids, sends dogs to howling (or shaking), etc. You can barely talk to another person over the noise level at times because of the way the sound reverberates around the lake. Could someone at least do a decibel study?  Thanks

4-29-2022             While I totally agree with widening the distance between the watercraft and docks, shore. I believe that the distance doesn't go far enough. This as you know doesn't take into consideration the wake impact of larger watercraft that now operate on the lake. These boats that operate in areas that have several boat docks get the full impact of their wake. This at times of heavy traffic exceeds 3" to 5" waves that do excessive damage to the docks. The docks if needed to repair or replace can exceed thousands of dollars, this doesn't take into the length of time to repair. Now you have boats that fill the hulls with water to increase their wake size so as to surf behind them. This creates larger than normal size wakes. These boats and the way they operate shouldn't be allowed to operate in areas where there is high volume on docks. The larger boats of 30ft or larger shouldn't make wake at all when cruising in these areas, especially along the Gaines Bend area and the areas of high concentration of docks. There is plenty of large areas to ski, surf and cruise that wouldn't affect this concern. While extending the distance is good and justified. How do you plan to enforce this new distance regulation. There is no enforcement now when boats come within 10ft of a dock at 30-40 mph. The regulations should be posted in areas of high pedestrian traffic such as harbors and boat ramps with fine amounts if any. Your intentions are good, but without enforcement there will be no compliance from boaters.

4-28-2022          I support all proposed rules and regulations.

4-28-2022          Concerning signage - we believe an exemption should be in place for "private property" or "no trespassing" notices. We have had uninvited strangers accessing our private dock, walkway, and property and have witnessed this happening to our neighbors. Regarding the problem of boats and PWC playing excessively loud, pulsating music - these watercraft are operating at all hours in all parts of the lake, especially after dark. If not already in place, the BRA should consider developing regulations to address this problem due to the ever-increasing population of watercraft which are equipped with incredibly powerful sound systems. Thank you.

4-27-2022          Changing the watercraft to operating slowly from 50’ of shoreline to 100’. Does this apply to the river section between Granbury and Whitney? If so, that would prohibit most water recreation (skiing, bare footing, etc) because of the proximity to the shoreline in some sections depending on river levels. 

4-26-2022          I oppose any lowering of Lake Limestone. Further, and do not favor entities that currently have rights to draw water, especially if such entities are not efficient with the use of the water and do not conserve and eliminate all wasteful use. I certainly oppose any suggested need for lowering the lake level in the name of flood control for the benefit of a very few, wealthy folks who deem their recent interest supersedes all those prior at least back to 1978, if not earlier.

4-26-2022          I would like to submit proposed changes to Section 12. Recreational Scuba Diving. I have included an edited version of that section as follows:"Pursuant to the authority granted by §51.127 of the Texas Water Code, the following additional rules shall apply to scuba Scuba diving in BRA waters:a. Scuba diving is allowed in the Lakes only in areas within 150 feet of a shoreline, except for emergency rescue or salvage operations or for special events for which exceptions may be granted by the BRA. Scuba diving in other areas is prohibited.b. All Scuba divers shall be either certified by a recognized Scuba diving training agency such as PADI, SSI, NAUI, or similar and have in their possession validation of their certification or be a student in the presence of an instructor holding and possessing validation of the instructor’s status as an instructor by a recognized Scuba diving training agency.c. Divers shall display a warning flag or sign indicating "diver down" on a buoy or boat in the immediate area where scuba Scuba diving is in progress. The flag or sign must be visible from a distance of 100 feet. Warning flags and signs shall be removed as soon as all divers return to the boat or shore.d. A "diver down" flag shall be red with a diagonal white stripe and shall be at least 15 inches square or, if larger, may be rectangular shaped.e. A diver, or group of divers together, ascending to the surface, must deploy a fully inflated Surface Marker Buoy (SMB) no less than three minutes prior to ascending to the surface.f. A SMB shall be no less than four (4) feet in length, and be a high visibility color, such as yellow, red, orange, or lime green. g. Scuba diving shall not be conducted in areas that will block or interfere with normal boat traffic."In addition, BRA might also consider requiring any Scuba divers to be insured through a recognized Scuba insurance entity such as DAN.One other consideration could be that prior to commencing Scuba diving, that the divers either contact the appropriate Lake office or a Lake Ranger to inform them of the number of divers and the proposed location of the diving activity. 

4-25-2022          I grew up with my family having Bottomland on Richland Creek south of Corsicana, TX. We referred to all the acreage as “the bottom” it flooded and we raised roads, relocated cattle… as needed. Lake Limestone & surrounding areas should not be affected by landowners purchasing land that floods. The people and businesses around the lake would be devastated by ANY lowering of the lake. We can’t control rain amounts and often have issues related to lack of water already. Do not consider the requests to lower the water level of Lake Limestone by any amount. Thank you.

4-25-2022          The rule change in 2014 about not letting residents have private boat ramps isn’t fair. I believe if we follow all lake rules and hire approved boat ramp builders we should be allowed to build . I have a place on the lake that doesn’t have a good boat ramp close by and it’s very hard to get my boat in and out of the water . It’s not fair that a neighbor could have one because it was installed before 2014 but now I can’t have one installed.

4-25-2022          Re: Regulations: Paragraph 5. General Information, A. Lake Levels.I do not see the reason to omit “Water Conservation Projects” and substitute “ Reservoir”. I feel like this change would dilute the authority of the BRA Board. The definition of Water Conservation is the “ preservation, control, and management of water resources “ from Safeopedia (12/28/18). Rsservvir is defined as an “ Artificial lake where water is stored”. Water conservation and water reservoir meanings are totally different. I respectfully request that the original language remain without any revisions.

4-24-2022           In favor of all proposals. Especially like the change from 50 feet to 100 feet distance from docks Please be sure to enforce the new regulations, I will gladly send you photos of ignorant boat operators.

4-23-2022           The proposed 100-foot rule for boaters wakes will be confusing for boaters and possibly dangers. Lake Granbury has some areas that boat docks are very close to the Channel. During weekend traffic if some boats are trying to slow and dissipate their wake when at 100ft from a dock. This may cause safety concerns with boaters behind and in front of the vessels attempting to follow these rules. Also, As another commenter posted a very valid point about Texas parks and wildlife reading 50ft. This willAlso create confusion and hazardous conditions as this rule would not coincide with TPWD rules.

Permitting of commercial facilities on Lake Granbury into public view for comment and input is definitely needed, specifically to prevent overdevelopment of the coves and inlets on the lake. One example where this has been a problem, is the recent installation of a nearly 600 ft long commercial boat-slip/dock rental structure in Stumpy's Cove. This took place without the benefit of public comment or notification. Building of this large structure has created problems of light pollution, boat wake control, and damaged property values. My neighborhood submitted complaints and concerns but unfortunately “after the fact”; because we were not aware until it was moved into place. Scenic View Estates documented its concerns via representative by letter 10/5/21, at BRA Board Meeting of 11/15/21, and most recently, in a meeting with BRA officials on 12/10/21. I strongly support these proposed rules be adopted as written, particularly as they relate to the permit process of commercial facilities in coves and inlets on Lake Granbury.                                        (Redacted address)

They are badly needed to bring the permitting of commercial facilities on Lake Granbury into public view for comment and input. They are further needed to prevent overdevelopment of the coves and inlets on the lake. One example where this has been a problem, is the recent installation of a nearly 600 ft long commercial boatslip rental dock in Stumpy's Cove. This took place without the benefit of public comment. It has created, among others, problems of light pollution, boat wake control, and damaged property values. This was thoroughly documented by letter of 10/5/21, again at BRA Board Meeting of 11/15/21, and most recently, in a meeting with BRA officials on 12/10/21. It is strongly urged that these proposed rules be adopted as written, particularly as they relate to permitting of commercial facilities in coves and inlets on Lake Granbury.

4-3-2022              Regarding tramway systems- should there be one on the water that is not operational, owners should be required to remove them. There is one next to me at                                    .  (Redacted address) It hasn’t worked in years and is unsightly and unsafe.

4-1-2022              Can you prohibit signs or flags on docks or boats that contain profanity. Specifically those using the F word.

4/1/2022             Please define tramway systems and clarify where they are prohibited. To me a tramway system is a train that runs on a tramway tract on public streets.

3-31-2022           The proposed 100-foot rule for boaters sounds good especially being a property owner on Lake Granbury but I do have some concerns. The Texas Parks and Wildlife rule is currently 50 feet and changing to 100-feet will be confusing for boaters from out of town. The boater’s safety course currently has 50 feet in it so boaters will believe 50 feet is what they have to abide by. We live on a cove that has no wake buoy in it and boaters and jet skiers still make a wake. The 100-foot rule sounds good but will be confusing for boaters.
