Description: This Request for Proposal (RFP) solicits information from engineering firms as to their qualifications to conduct an engineering investigation to assess the following: 1) the condition and functionality of the HPRS and recommend remedial improvements (as needed) for all HPRS components and instruments in the West Embankment, Service Spillway, and East Embankment; 2) the structural condition of the stilling basin concrete components (i.e., slab, baffle blocks, end sill, walls, clean-out drains, etc.) in order to determine any necessary structural repairs, and 3) the downstream river channel and river banks to determine the recommended erosion protection system alternatives that will fully remediate the existing scouring and erosion present, prevent future destabilization that can lead to undermining the safety and stability of the dam; in order to achieve an additional minimum service life of 40 years for all assessed components. In addition, if applicable, to design and oversee the construction of the required improvements or rehabilitation efforts in accordance to applicable current USACE and TCEQ requirements for large high hazard dams.

RFP No. 26-1392 EWCRWS Infrastructure and Expansion - Trinity Well and Phase ID Projects

Description: The “1B1D PROJECT” represents two critical expansion improvements to the Brazos River Authority’s (BRA) East Williamson County’s Regional Water System Water Treatment Plant (EWCWTP); Phase 1B and Phase 1D. The Phase 1B Trinity Well Infrastructure Improvements will use cooling towers to treat up to 4 MGD of groundwater from the existing Trinity Well #1 for blending with treated surface water from Granger Lake. Trinity Well #1 is located on the campus of the EWCWTP.  Additionally, Phase 1B work located at the EWCWTP includes significant chemical monitoring and distribution systems, stormwater system, upgrades to electrical and automation, and access road improvements that provide future buildout resilience. Phase 1B has schedule priority.    The Phase 1D Short-term Expansion continues improvements at the EWCWTP to treat up to 13 MGD of additional surface water from Granger Lake by expanding raw water pumping capacity, upgrading storage reservoir inlets, outlets, and pumping capacity, upgrades to existing chemical systems, upgrades to electrical and automation systems, new rapid mix system, two new clarifiers, modify piping at four existing filters, four new additional filter systems, new backwash basin demolition of existing components and structures being replaced or removed, an additional 4.25 MG of finished water storage capacity for storage of blended treated groundwater (from Phase 1B) with treated surface water (from Phase 1D), and access road improvements. Phase 1D also includes a new medium service pump station for transmission of the finished water to the BRA’s existing and potential new customers, while providing future buildout resilience for longer term expansion.

RFP No. 26-1393 Technical Advisory Services for the Allens Creek Reservoir Project

Description: The BRA is requesting proposals for Technical Advisor services from firms with demonstrated experience in services needed to complete the Allens Creek Reservoir Project including regulatory (Federal and State) permitting, water resources engineering analyses, and project specific component design. The Firm selected will, as directed by the BRA and through the BRA, protect the BRA’s and customers’ interests related to the tasks outlined in this Request for Proposal (RFP). Use of the Technical Advisor will be at the discretion of the BRA to support the BRA Project Team on select tasks throughout the Project.

Description: The Brazos River Authority (BRA) is currently requesting proposals for electrical engineering and SCADA support services from individuals or Firms (together “Firms”). The BRA does not guarantee any specific quantity of work will be provided during the term of the agreement. The Firm(s) selected will enter into an Indefinite Delivery, Indefinite Quantity (IDIQ) Professional Services Contract and shall thereafter, upon request perform professional services. As mechanical engineering services are required during the period of the agreement, an individual task order will be negotiated with the selected provider. These services will be required at facilities operated by the BRA throughout the Brazos River Basin including but not limited to Dams; Water Treatment, Pump Station, and Transmission facilities; Wastewater Collection, Treatment, and Pump Station facilities.

RFP No. 26-1378 DeCordova Bend Dam Bridge Load Rating IDIQ

Description: The purpose of this RFP is to select an engineering firm(s) based on their qualifications and experience of the firm’s personnel to perform bridge load rating analyses at DeCordova Bend Dam. The Firm selected will enter into an Indefinite Delivery, Indefinite Quantity (IDIQ) Professional Services Contract and shall thereafter, upon request, perform bridge load rating services. Scope of Services A general scope of services will be developed in conjunction with a cost reimbursable contract between the BRA and the selected Engineering Firm(s). The following is an overview of services that may be required, but not limited to: a. Work with the BRA to develop a scope of services and not-to-exceed fee for proposed services a. for each project. b. Review existing documentation. c. Conduct site visit(s) as necessary to verify geometry, dimensions, material properties, and conditions not adequately documented. d. Perform nondestructive testing where necessary to confirm material properties. e. Perform load rating analyses in accordance with current AASHTO Manual for Bridge Evaluation and applicable TXDOT Load Rating Manual for equipment such as trucks, tractors, cranes, etc. f. Analyze both inventory and operating ratings. g. Develop bridge model(s). h. Provide load rating summary report(s) that are signed and sealed by a qualified structural engineer licensed in the State of Texas. i. Provide third party expert opinion for other load rating analyses for facilities throughout the Brazos River basin. Work under the anticipated contract will be billed on a cost reimbursable basis. Hourly costs for Firms staff will be included as an attachment to the contract and will be changed only by prior approval of the BRA. Each specific assignment will be set out in a Service Order under the Contract, and the scope and not-to-exceed fee for such Service Order will be negotiated in advance and approved individually by the BRA.
