BRA Board elects officers, makes property decision

The Brazos River Authority Board of Directors elected a new assistant presiding officer and board secretary at its regular meeting, November 17, 2025. Director Wesley Lloyd was elected assistant presiding officer, and Director Wayne Wilson was selected as Board secretary. Both will serve a two-year term.

Gov. Greg Abbott appointed Lloyd, of Waco, to the Board in July 2016. He is an attorney with Freeman Mills PC. Wilson, of Bryan, was appointed to the Board by the governor in February 2019. He owns and operates Wilson Cattle Company. Both Directors are active in their communities, serving in several different organizations. The 21-member BRA Board of Directors are volunteer positions. Its members reside throughout the Brazos River Basin.

Also, during the last meeting of the 2025 calendar year, the Directors made several property-related decisions.

BRA property evaluation

The BRA has, over the past few years, been evaluating property holdings throughout the basin to determine its best use, said Matt Phillips, BRA deputy general manager. Part of that process involved evaluating some 386 tracts of property around Possum Kingdom Lake. The Board approved retaining ownership of about 159 tracts at Possum Kingdom Lake where 50% or more is located within FEMA High-Risk Flood Zone A, (areas with a 1% annual chance of flooding). The decision was part of the organization’s efforts to further preserve and protect the water resources within the Brazos River Basin by providing a natural barrier that enhances water quality protection, streambank stabilization, erosion control, and wildlife habitat, Phillips said. These properties could be used for potential future conservation opportunities.

Expanding the BRA’s Central Office

The Board approved $2.5 million for a second office location in Waco to support its growing operations. The BRA’s current location provides office space for 94 employees; but currently supports more than 130. The building accusation will provide an additional 44 offices and meeting areas.

The BRA’s Lt. Gen. Phillip J. Ford Central Office off Cobbs Drive in Waco was constructed in 2002 as the third headquarters for the organization. The organization was housed in temporary facilities at Temple's Kyle Hotel from 1929 to 1940, and at Mineral Wells' Baker Hotel until 1960. In 1960, the BRA relocated to Waco, moving into permanent offices at 4400 Cobbs Drive, then moving next door in 2002 with the completion of the new 40,000-square-foot building. This secondary Waco location off Lake Shore Drive in Waco will be funded through the organization's Working Capital Reserves and will have no effect on the BRA System Rate.

Water Availability

The Board also approved making up to 63,803 acre-feet of Interruptible Water available in calendar year 2026. Interruptible water is firm water not used in previous years that remains in storage and is contracted in one-year agreements issued when water is available. Due to significant rainfall, the BRA Water Supply System is in good condition, said Aaron Abel, BRA water services manager.

“It's interruptible, as it can be curtailed during significant drought conditions,” Abel said. “And we have to be conservative in making interruptible water available in order to protect our long-term firm water customers.”

Typically, those who request interruptible water use it for agricultural purposes, he said. They typically just need the water that falls from the sky, and don’t divert from rivers or lakes. But when it is dry, they need something extra to sustain their operations, he said.

“We've received around 26 requests totaling about 11,000-acre feet basin-wide, around 6,800-acre feet has been requested for agricultural irrigation, and 3,800-acre feet around that for mining,” he said.

Also, during the meeting, BRA General Manager/CEO David Collinsworth took a moment to acknowledge Robert Box, Possum Kingdom Lake asset management application administrator, who is retiring from the organization.

“I just wanted to look at you and tell you how much I appreciate everything that you've given this organization,” Collinsworth said. “Robert has been an exemplary employee for 30 years, and he's even a better human being.”

The Board also:

  • Adopted the following schedule for regular meetings in 2026: Jan. 26, March 30, June 8, July 27, Sept. 28, and Dec. 7.
  • Accepted the revisions to the BRA’s bylaws and to the operations policies manual, including moving the posting of Board meeting notices from 72 hours in advance of a meeting to three business days in advance.
  • Authorized an application for a multi-year commitment with the Texas Water Development Board seeking funding not to exceed $50 million for work related to Allens Creek Reservoir.
