BRA’s Water Accounting Plan (WAP) is a large and complex reporting tool, which serves as the official methodology for tracking and reporting BRA’s water use across BRA’s Water Supply System. The WAP is comprised of five (5) large Excel spreadsheets.
Following TCEQ’s approval of the WAP structure in 2018, BRA’s Water Services Department has populated a WAP for each calendar year (2018 – present) with the actual water use diversions and operational activity for that year. From 2019 through 2023, several minor modifications were made to the WAP structure. These minor modifications were approved by TCEQ and did not require notice or the opportunity for public comment. A high-level overview of these minor modifications can be requested below.
Additionally, BRA submits a copy of the real-time WAP to the Brazos Watermaster to ensure compliance with the Brazos Watermaster’s rules and regulations. At the end of each calendar year, BRA submits a final copy of that year’s WAP to the Brazos Watermaster.
Under Special Condition 5. C. 1. in the System Operation (SysOps) Permit, BRA is required to make its WAP available to the public upon request. Due to the size and complexity of the files, copies of the WAP (2018 – 2025) and the current (2026) WAP will not be individually uploaded to this webpage; but rather, can be requested in the form below.

- Requests for any one of or all of BRA’s WAP(s) are considered Open Record Requests under the Texas Open Records Act and will be subject to the requirements of the Act. Please provide a valid email address so that your request can be timely shared.
- Appendix H - SysOps Permit - Water Accounting Plan is a framework of the proposed WAP structure and the associated description that was submitted to Texas Commission on Environmental Quality (TCEQ) and was approved by the TCEQ Executive Director in conjunction with the approval of the SysOps Permit. This WAP structure is not populated with actual data from 2018.
- Any requests for the “2026” “real time” or “current” WAP will be delivered to the requester with all the data available; however, due to the nature of the WAP, this data is subject to change and includes placeholders as data is updated throughout the year.
- Requests for any version of BRA’s WAP(s) will be accompanied by a document outlining the minor modifications, made and approved by TCEQ, to the WAP made by BRA to date. Please reach out to BRA directly if this document is not included with your request.
- BRA does intend to modify the WAP structure in BRA’s 2026 Water Management Plan (WMP) Update.
- The amended WAP structure will be submitted with BRA’s 2026 WMP Update application by November 30, 2026. TCEQ may request additional changes to the WAP structure during their review period. The finalized WAP structure will be made available to the public for review and comment during the notice period for the 2026 WMP Update Application.
